Administrative Services Modernization Program (ASMP) The Administrative Services Modernization Program (ASMP) is a district-wide business transformation project. More than simply a technology initiative, ASMP focuses on the processes, policies, organizational improvements and business areas within the 58 agencies of the District government. The program implementation will span approximately 5 years across the following administrative areas: Human Resources, Budget and Planning, Payroll/Time and Attendance, Benefits, Pension Procurement and Property Management. ASMP leverages best practices from both the public and private sector and will save the District approximately $150 million. Overall, the program will enable agencies to fulfill their mission more effectively by having the administration support they need to run their operations.
