Preface   Purpose   This document identifies and establishes top level standards for the required program elements that detail policy, organizations, engineering tasks, processes, and the documentation necessary for professional execution of technology acquisition projects.   The standards will also ensure that the same standardized methodology, processes, and document types are used for the acquisition of technical procurements.   Each program and project is unique, and the enclosed criteria should be applied with management’s best judgment and practicality.   Audience The intended users of these standards are program and project managers, executive sponsors, and other key stakeholders who are impacted by technology and communications programs in the District of Columbia.
