Program Management Standards Overview
 
The Program Management Standards document is organized in eight key management focus areas that provide a framework to assist the program manager in the initiation, planning, execution, control, and close-out of a program  management (PM) system.
Section Description
Scope Management and Program Initiation Ensures a properly defined and authorized project scope, business need, program lifecycle acquisition, and workforce planning
Financial and Schedule Management Ensures all work activities comprised within the approved project scope have been identified and allocated a definitive cost, resource, and duration
Procurement and Acquisition Management Aligns the competitive process of goods and services purchasing with the program’s planned timeline
Communications and Report Management Ensures that a common means of communicating, tracking, and reporting risks, status, and other program information is established between different program areas
Engineering and Software Development Management Ensures the context of the proposed solution meets identified business needs and requirements, is understood and communicated, and defines a standard development process that creates predictability and manageability
Quality Planning and Performance Management Ensures stakeholders agree upon the Statement of Work, adequate tracking of requirements and performance is maintained, and a sound quality management plan is in place

Configuration and

Change Control Management
Ensures the authorization and tracking of documents that reflect those program modifications that impact a programs budget, schedule, or quality

Operations Transition Management

Ensures a complete and orderly project closeout is performed; this closeout includes administrative closeout, contractual closeout, and acceptance
