Scope Management and Program Initiation

Scope Management and Program Initiation are the processes of clearly identifying what is to be delivered by the project.
Scope Management Planning
  1. Develop the Business Case: This is used to justify the District’s investment in a capital IT program. Appropriate means of justification include the cost/benefit derived from the program, the program’s return on investment, and its payback period.
  2. Prepare a Concept of Operations Plan: This plan provides the conceptual overview of a proposed program.  It describes the services/products to be delivered, the delivery timetable, the business needs to be satisfied, and ways in which the solution supports the District’s Information Technology Strategic Plan. 
  3. Identify Program Funding Sources: A funding source consists of SOAR funding accounts appropriated to a specific District program by the Chief Financial Officer.  Identify all funding sources for the proposed program and confirm the availability of the funds in the designated SOAR accounts. 
Note:  Funding sources can also be identified as any transfer or reprogramming of funds from one entity to another (via an MOU or DOU), or from a previous fiscal year (e.g. unspent encumbered funds) to the current fiscal year. 
Develop a Resource Procurement Strategy:  Evaluate which project objectives can best be met by procuring products or services outside of the performing organization.  Also, determine the best approach and timeline for procuring those solutions.
