Human Services Modernization Program (HSMP) 

The Office of the Chief Technology Officer (OCTO) Human Services Modernization Program (HSMP) is a nationally recognized information technology initiative that is improving the management and delivery of human services to District residents. Through an array of projects, HSMP is building an enterprise-wide IT infrastructure that enables multiple human services agencies to share client data. HSMP also works with individual agencies to upgrade or replace legacy information systems to ensure "state-of-the-art" levels of case management support and reporting capability. The National Association of State Chief Information Officers (NASCIO) recently awarded HSMP's Safe Passages Information System (SPIS) with its prestigious Recognition Award for Outstanding Achievement in the Field of Information Technology. Project Highlights

  • Safe Passages Information System (Safe Passages–SPIS)
    In May 2005, the District of Columbia implemented the Safe Passages Information System to enable collaboration among the various human services agencies and private sector partners responsible for providing assistance to the District's neediest residents. An integration solution, Safe Passages supports automated data-sharing across the organizational boundaries that separate District human services agencies from one another and their external partners.
  • Preliminary Interview for Benefits (PIB)
    Formerly called the Simplified Preliminary Eligibility (SPE) system, the Preliminary Interview for Benefits (PIB) is an Internet application that provides District residents, community-based organizations and hospitals with a tool to determine preliminary eligibility for Medicaid, DC Health Care Alliance, Medicare Buy-in, Food Stamps, Temporary Assistance for Needy Families (TANF), and Breast and Cervical Cancer Screening (AKA Project WISH). This secure, public-facing application is accessible via the online Social Services Center.
